 Improved folder creation screen.

Previously, when adding users or teams, it was possible to create folders without pressing the "Add to Folder" button, which made it more likely for users to encounter situations where the users or teams they thought they had added were not actually added. 
Added error messages to prevent users or teams from being missed when creating folders.
